RESIDENCY PROGRAM

Carlos R. Rodriguez, MD, FAAFP, CAQSM

Dr. Rodriguez is the Program Director of the Family Medicine Residency and Designated Institutional Official at Evara Health Systems in Clearwater, FL.  He is the former Program Director of the Sports Medicine Fellowship and Assistant Director to the Family Residency Program at Bayfront Health Saint Petersburg.  

He received his B.A. in Biology from Harvard University in 1989.  He completed his medical degree at the Rosalind Franklin University of Health Sciences/The Chicago Medical School in North Chicago, IL in 1993.  Following medical school Dr. Rodriguez completed a General Surgery Internship at Eastern Virginia Medical School in Norfolk, VA.  He then joined the United States Navy where he served as General Medical Officer  from 1994 to 1997.  After completing his active duty commitment, he remained in the United States Naval Reserve until 2002 when he was Honorably Discharged. 

He completed the Family Medicine Residency Program at The Medical Center of Central Georgia/Mercer University School of Medicine in 2001 where he served as Chief Resident during his final year and received the Resident Teacher Award.  Subsequently, he completed a fellowship in Sports Medicine at Bayfront Medical Center.  

He has published sports medicine articles in FP Essentials, Florida Family Physician and American College of Sports Medicine Health and Fitness Journals.  He is a former editorial member of the AAFP’s FP Essentials.  He is faculty for University at Sea providing sports and family medicine CME courses.

Dr. Rodriguez is a diplomate of the American Board of Family Medicine and holds a Certificate of Added Qualifications in Sports Medicine.  He is a fellow of the American Academy of Family Physicians, a member of the Florida Academy of Family Physicians and the American Medical Society of Sports Medicine.

He enjoys his spare time playing tennis, home remodeling and spending time with his family.  He is dedicated to his patients and to teaching the future generation of Family Medicine physicians who will continue the mission of serving those in need.

Kyla Carney, MS, DO, FAAFP

Dr. Carney is the Associate Program Director of the Family Medicine Residency at Evara Health Systems in Clearwater, FL.  She is the former Associate Program Director of the Family Residency Program at Mercy Hospital in Des Moines.   

She received her Bachelors in Psychology and a Masters in Clinical Psychology from Fort Hays State University.   She completed her Medical Degree at Des Moines University.  Following Medical School, she completed her Residency training through Mayo Graduate School of Medicine Family Medicine Residency at Mercy in Des Moines, IA.  She served as Chief Resident during her final year and was awarded the STFM Resident Teacher Award.  

Dr. Carney served as an Assistant and then Associate Professor for Des Moines University.  She served as course coordinator for several courses including Physical Diagnosis and Clinical Reasoning and Simulation.   She later served as a Regional Dean for Des Moines University Student Rotations.  

Dr. Carney enjoys research in women’s health, pediatrics, and preventative care.  She has presented topics including: increasing TDAP vaccination rates in pregnancy, screening for postpartum depression, pneumococcal vaccination rates, pediatric obesity, colon cancer screening, cervical cancer screening, and osteopathic manipulation.  In 2021 she won the Iowa Healthiest State Award for her work with pediatric obesity programs.  

Dr. Carney is a diplomate of the American Board of Family Medicine and holds a Certificate in Integrative Medicine.  She is board certified by the American Board of Osteopathic Family Physicians in Family Medicine and Osteopathic Manipulative Treatment.   She is a fellow of the American Academy of Family Physicians and a member of the Florida Academy of Family Physicians. 

She enjoys travel, writing, and spending time with her family.  She is active in her community and spent years as a licensed foster care provider.   Dr. Carney has special interests in lifestyle and integrative medicine, preventative care, women’s health, and pediatric health.   Her favorite thing about her job is listening to patient’s stories and being a part of their wellness, watching residents grow, and training the next generation of mission driven Family Physicians. 

Hillary Lungren, DO

Dr. Lungren is the Assistant Program Director and Family Medicine Director of the Family Medicine Residency at Evara Health Systems in Clearwater, FL.  

She received her Bachelor of Arts in Chemistry at the University of Missouri – Kansas City.   She completed her Medical Degree at Des Moines University.  Following Medical School, she completed her Residency training through Bristol Family Medicine Residency Program at ETSU Quillen College of Medicine in Bristol, TN.  She was awarded the STFM Resident Teacher Award.  

Dr. Lungren is board certified by the American Board of Osteopathic Family Physicians in Family Medicine and the American Board of Family Physicians. Following residency, Dr. Lungren relocated to Pinellas County and started her career with Evara Health (formerly known as Community Health Centers of Pinellas). She has worked for Evara for the past 10 years serving Pinellas County and providing compassionate patient-centered care. 

Dr Lungren has a special interest in preventative health and nutrition. She enjoys spending time with her family and volunteering through her church. She values building personal relationships with people of all ages and backgrounds.

Jennifer Bustamante, DO

Dr. Bustamante is the Assistant Program Director and Director of Osteopathic Education for the Family Medicine Residency at Evara Health in Clearwater, FL, where she also serves as a Core Faculty Member and Clinical Assistant Professor at Nova Southeastern University Dr. Kiran C. Patel College of Osteopathic Medicine (NSU KPCOM) – Tampa Bay Campus. She is a practicing family medicine physician with a strong commitment to academic medicine, mentorship, and serving populations with limited access to health care.

Dr. Bustamante earned her Bachelor of Arts in Psychology with honors from Florida International University in 2010, with minors in Chemistry and Biology. She received her Doctor of Osteopathic Medicine (D.O.) from Edward Via College of Osteopathic Medicine in Blacksburg, VA, in 2016. She completed her Family Medicine Residency at Palmetto General Hospital in Hialeah, FL, in 2019.

Since joining Evara Health, Dr. Bustamante has taken on key leadership roles in residency education and curriculum development, serving on both the Clinical Competency Committee and Program Evaluation Committee.

Her professional interests include preventive and community medicine, women’s health, and the integration of osteopathic principles in primary care. Dr. Bustamante is a member of several national organizations, including the American Association of Family Physicians, American Osteopathic Association, and Florida Osteopathic Medical Association, and participates in mentorship programs aimed at supporting underrepresented medical trainees. 

In addition to her clinical and teaching responsibilities, Dr. Bustamante has co-authored scholarly publications. She is fluent in Spanish and is committed to offering compassionate care to the varied population Evara serves.

Outside of medicine, she enjoys spending time with her husband and daughters, volunteering, watching beach sunsets, taking long walks, as well as practicing mindfulness and meditation.
